I propose that Pavia Corp. dedicates a series of PUBLIC FLOATING STATES where the community can propose to showcase different artists. (Poetry, painting, filmmaking, theater, classical music concerts, rock concerts, or even exhibitions that display for instance African artists for a month).
INDEPENDENT – ESTABLISHED: These floating public venues must showcase both independent artists that can’t afford to own or rent Pavia spaces, and established artists that are not aware of the metaverse but can attract people to Pavia. In the long term established artists should rent or own their own estates, and leave the floating estates for more independent art scenes.
ELEVATOR PODS: The floating states can only be accessed via transparent elevator pods placed randomly (daily or weekly) on Pavia streets. The attendants cannot teletransport directly into the venues. This way we help all the pavia owners, not only the ones that would get lucky to have a plot next to the venue. We could add a bias to the randomness that will add more chances to be placed next to areas where there are developments and not just barren lots with For Sale banners.
ACCESS THE VENUES: if someone wants to go to a “floating” event, they’ll appear in the spawn area and go to the venue’s elevator/pod via teleportation (but dropped a block away from the pod), or other means of transportation, and have a chance to explore the surroundings discovering new stores, venues, activities that are next to the elevator pod. The same way we would do in real life.
EXIT THE VENUE: An optional feature to exit the venue could be that surrounding the venue there is always a deck, where the avatar’s can grab a parachute and jump out the venue and glide down until they end up in another part of the town. Again promoting different parts of the city, and adding a fun experience to the participant by seeing Pavia from high up.
SPONSORSHIPS: These floating venues could also have some types of sponsorship walls. With a combination of paid sponsorships, if the event decides to have paid sponsorships, but also display a number of random businesses from Pavia that could have their business featured just as a free benefit of being a Pavia owner. The paid sponsorship money could go into a basket to help develop interesting Pavia projects or just be distributed proportionally to all Pavia citizens.
CURATING: We could try to partner with one or several non profit cultural organizations that could act as curators. But we should also have an option for land owners to propose and vote for artists/venue proposals, or at least choose witch non-profit organization we should approach. But it should showcase artists from all over the world instead of just promoting comercial massive NFT drops. It should be closer to reality and try to bring all sorts of diverse artists and activities to Pavia. Same way as with Catalyst we should have some type of incentive to bring landowners or Discord mods, to participate in bringing these opportunities. Maybe we could even apply to a Catalyst fund to help fund the curatorial aspects.
DESIGN: An appealing aspect from great cities is its great architecture. We could invite architects (They could be upcoming architects or even graduate architecture students) that could design the venues. They could use those designs for their portfolios, or even mint nfts, and Pavia could showcase some interesting architectural designs.
HOW MANY FLOATING VENUES? Since these floating venues cannot be sold, they don’t add or diminish value to the land owners and since they are floating they don’t affect the current map. Actually most likely they will add value because they can bring a lot of interesting artistic projects that would not exist otherwise. We as a community can decide how many we want to create. At first we could have many, and as new businesses develop on ground level, we could “burn” some. For instance if there is a poetry or chess group floating venue and then a community member opens a chess club, then either we could “burn” the public floating space or keep both if they compliment each other. Priority should be to the business/land owners, and the floating spaces should only exist to add value to the community by allowing independent creators to bring value to our Metaverse that otherwise they wouldn’t. We as a community could decide to expand or compress these public spaces as we evolve, giving Pavia great flexibility without having to create additional land.
WHY THESE PUBLIC SPACES ARE IMPORTANT?
In Pavia we will run into a dilemma. As speculation goes up, the land price goes up. This is great for us, owners, but it has its drawbacks. The higher the price of the land, the harder it is for new valuable users to join the network. This happens in real cities all the time. High real estate values drive artists out of the cities because they can’t afford to live in those places. In the short term it may be fine, but in the long term it may create just big centralized blocks of people/corporations owning large plots of land, and Pavia becomes just a huge billboard of corporations. We want to encourage creativity and community, and I think there should be a right balance between private lands and public lands that we as a community decide what to feature in those.
WHAT DOES A GREAT CITY HAVE?
1. Economic hub with innovation and network of business of ALL sizes.
2. Great arts & culture (including appealing architecture) and Sports Venues.
3. Thriving dining and nightlife.
4. Engaged communities.
I believe that for Pavia to succeed it would be paramount have to have all of these working together. When people visit a city or want to live in a city, they search for all of these 4. Plot value speculation is great but if Pavia doesn’t create interesting value, as fast as the floor price goes up, it can come down. I want a thriving Pavia, not just a Billboard Pavia.
I don’t know if any of these ideas would be technically possible to achieve. This is just an aspirational post.

I would love to see public areas for graffiti art etc. People could pay to rent a space to have their graffiti displayed for a period of time or something of the like. Art that the community values could be minted into nft art also as part of an art store that runs as part of the street graffiti
