There are signs that the Pavia Map is not just a flat surface. There are deep sea tiles and there are indications of rivers. This implies that that there are hills and valleys.

With time, Pavia will be a 4 dimensional space.

This allows for exploitation of the above and below ground space within the limits of the tile by the owners of that tile.

By voting for this PIP you agree that:

1 – Pavia is not a flat surface.
2 – Tile owners can, through some mechanism, exploit the area above and below the tile within certain limits not yet defined.

A further PIP could include the placement of natural resources because, if there are rivers, there are sediments, which over time create materials that could be valuable.

I agree with this. My basis for this is my desire to explore possible aerial/underground transportation methods concurrently with player teleport mechanics for sightseeing and consumers who just want to slowly take in the map. With aerial/underground tiles, we could develop themed areas that boosts the vibrancy of the Pavian landscape.

      Interesting point from @Eclipse.

Is the airspace a communal asset above a certain height?

If the airspace is a communal asset should the subsurface be too?
